Space above alert and clear button in model registry uploader UI

Testing: I didn't add specs for testing; mainly we rarely test for CSS classes for elements and snapshot testing seems to be not suggested for many cases

How to set up and validate locally

  1. Go to any project
  2. Go to Deploy/Model registry
  3. Create a model FooGPT1 and a version 1.0.0 for example without uploading a file first
  4. When you start uploading you should not see the buggy behavior in the "before" screenshot above.
