What does this MR do and why?

Adding the Globalization & Localization team as one of the team at GitLab who reviews the translation contributions from the wider community, and approves Proofreader roles for Translators. Localization team is the Owner and the Manager of the GitLab project in Crowdin: https://crowdin.com/project/gitlab-ee, and is able to manage Translator and Proofreader role assignments directly in Crowdin, in addition to whenever the proofreader list is edited in this file: https://gitlab.com/gitlab-org/gitlab/-/blob/master/doc/development/i18n/proofreader.md.
