What does this MR do and why?
Allows users to delete dependencies through the API
To Test
- Create an MR with a dependency
- Call the api to delete the dependency
- Get the blocking id (curl -X GET -H "PRIVATE-TOKEN: PRIVATE_TOKEN" "http://gdk.test:3000/api/v4/projects/:project_id/merge_requests/:merge_request_iid/blocks")
- Delete the blocker (curl -X DELETE -H "PRIVATE-TOKEN: PRIVATE_TOKEN" "http://gdk.test:3000/api/v4/projects/:project_id/merge_requests/:merge_request_iid/blocks/:block_id")
- Check that the dependency is gone
