What does this MR do and why?

Enable ai_impact_only_on_duo_enterprise feature flag, it will be used to enforce duo enterprise requirement for AI impact analytics usage on self-managed instances.

The flag was explicitly set to off in production until next release, more information at #480752 (closed).
