What does this MR do and why?

Adds Geo Developer Console to save Geo and Support engineers' time when debugging and troubleshooting replication and verification in the internals of our application. This is not user-facing (see the added README.md).

Related to #427057. This MR creates a skeleton for engineers to hang snippets.
