Drop default for `work_item_types.id` column
What does this MR do and why?
We don't want to allow the creation of records in the work_item_types
table apart from the ones we create with the seeder file
by providing a specific ID for each record. We also create these records in older instances via migrations. Now those migrations will also need to specify an ID for the new record.
Not dropping the sequence yet so we can do it in a later migration for safety
