Updated the "Enable approval permissions for users with the Reporter role" section to reflect an ongoing issue

What does this MR do and why?

Currently, this behavior is seen when users are assigned a higher role than Reporter when setting up a subgroup for "Enable approval permissions for users with the Reporter role". Our docs don't specify that the role shouldn't be higher than Reporter. It can be interpretted to mean that higher permissions can be okay. But then users will not have the "Approve" button.
