Raise error on lock retries exhaustion for non-transactional migrations

What does this MR do and why?

With !164240 (merged) we changed transactional migrations to raise an error by default when lock retries are exhausted. Non-transactional migrations using the with_lock_retries helper still default to false. This MR updates the helper to also raise by default.
