What does this MR do and why?

Some time ago one of our customers faced an issue with GitLab Pages running on multiple servers. The issue was caused by the fact that Access Control was enabled on the nodes independently, and all the Pages-related secrets were different. Instead, we need to first enable Pages with Access Control on the first node before propagating it to other nodes.
