Support specifying model family rather than model

What does this MR do and why?

With the changes in Enable Private Cloud-hosted Models as Self-Mana... (#485511 - closed), it'll be possible to specify model-identifier which contains provider and model_name. The model field will be used to identity which prompt should be used for the specified model, i.e the field should allow setting model-family rather than a particular model itself.
