Groups App - Remove unused filter code

What does this MR do and why?

Follow up for removal of #js-groups-tree hook in !157667 (merged)

This change removes the code for the legacy Groups Filter List and EventBus events. This code is no longer used now that we migrated to using the Vue components for filtering.

How to set up and validate locally

  1. Navigate to your Top Level group overview, this should be the Subgroups and projects search/list
  2. Ensure all filtering, sorting, pagination and tree functionality continues to work as expected
