What does this MR do and why?

This MR adds the merge_trains_skip_train_allowed setting to the Project API document, which was previously missing. The setting is already implemented in the API here: https://gitlab.com/gitlab-org/gitlab/blob/7a52d2ae20010cb4bd69b8f97007f29bf04950df/ee/lib/ee/api/helpers/projects_helpers.rb#L48 and I've confirmed on a local EE instance that it functions as expected.
