What does this MR do and why?

Update the Ruby version in the Readme.

We will be upgrading the Ruby version in gitlab.com production on October 2, 2024 (gitlab-com/gl-infra/production#18519 (closed)). This MR will be merged when we start the upgrade, so that the Readme mentions the upgraded Ruby version.

This MR is to be merged by the DRI of gitlab-com/gl-infra/production#18519 (closed) only, when they are ready to deploy a Ruby 3.2 package to production.
