Move product analytics pages under operations

What does this MR do and why?

Ideally this moves the product analytics feature under the correct Monitor level in documentation. This feature was misfiled under "GitLab usage" tracking which is not its intended purpose. It is more aligned with monitoring an application built by our customers, so more closely related to metrics, logs and traces of observability.
