[E2E] Modifying the search term for Allure report failure link

What does this MR do and why?

The link to search for failures has the words "Failures in" which is now deprecated in MR gitlab-org/ruby/gems/gitlab_quality-test_tooling!144 (merged) and also adding the type=issues in the search

Because of the above wording, few issues are not listed in the search Eg: In this Allure report, there is Failure in Duo chat Self-managed, but in the Failure issues link search results, the issue is not listed. So the modified search link gives the correct search results.
