What does this MR do and why?

This updates the pre-requisites setup doc for Duo Workflow that requires a script to install the dependencies. Many developers will already have most of the dependencies installed so they can skip the script altogether. Right now the script makes it take a little longer for developers to work out whether or not they need to run it which could be frustrating. The script installs colima but most developers already have some docker option installed. The purpose of this MR is to provide alternate option to people who

  • don't want to run the script
  • want to use alternate docker option like Rancher Desktop
