What does this MR do and why?

Revert "Merge branch 'stomlinson/use-pod-ff-for-load-balancer-statement-timeout' into 'master'"

This reverts merge request !167832 (merged) to make sure that the increased logging volume is unrelated to gitlab-com/gl-infra/production#18676 (closed).

The associated feature flag (load_balancer_low_statement_timeout) is disabled in production and I won't enable it until the root cause of the incident is understood.
