Move abuse report to bottom of note actions

What does this MR do and why?

Moves notes actions — report abuse to the bottom, alongside Delete note, in a group. This matches the order used for the top actions menu, and keeps negative actions grouped together in the list and at the end of the list (when dropdown appears on top, as is default)

Applies anywhere note_actions or work_item_note_actions are used (legacy issues, MRs, work items)
