Enable FF enable_add_on_users_filtering by default
What does this MR do and why?
This MR enables feature flag enable_add_on_users_filtering to be true by default which represents the functionalities implemented from iteration-1 and iteration-2 of Frictionless Duo assignment.

The FF was initially rolled out to staging environments and the test results have been posted here. No problems or concerns have been identified yet.
