Draft: backup: Add a test case for restoring a project deleted after db backup

What does this MR do and why?

We have raised a MR (gitaly!7315 (merged)) to add empty and non_existent fields to backup manifests, ensuring that previously skipped objects are now included in backups. But if a repository is deleted after the DB backup, it would not be included in the repository backup due to which the manifest file would be missing during restore. This would cause gitaly-backup to throw an error. This test case addresses that scenario.
