Add Claude 3 support for code completion

Julie Huang requested to merge jh/add-claude3-as-supported-completion-model into master

According to our documentation, Claude 3 is supported for Code Generation, Code Completion and Duo Chat but we are not serving it as a compatible model to the UI.

Adding it to the list of compatible_llms in feature_metadata.yml should fix this.
