Draft: Roll back validation of sharding_key_id on ci_runner_machines

What does this MR do and why?

I've prepared this MR in advance in the event that we need to rollback the validation introduced in !168657 (merged) (context). Currently, it doesn't look like we'll need it, but better have this approved and ready to merge, just in case.
