Draft: Create the VulnerabilityReferenceInformation model and database table

What does this MR do and why?

We introduce the vulnerability_reference_information table to store detailed information of a vulnerability.

We need this new table to be able to store the latest pipeline id of a vulnerability. With this change we will be able to expose the commit_sha in issue #372799 .
