Fix license checks for ProjectNamespace

What does this MR do and why?

Delegate license check to associated project since there are project-specific rules when determining licensing.

For context, we are trying to use namespace-based GraphQL queries now that we have group-level work items so we wouldn't have to write ifProject / ifGroup in our GraphQL queries.
