Remove zoekt_tasks.zoekt_node_id FK constraint and update detach logic
What does this MR do and why?
This MR removes zoekt_tasks.zoekt_node_id foreign key since it causes database issues (LWLock contention)
This MR also updates the partition detachment logic to detach zoekt_tasks partitions if they have orphaned records.
