Update Tailwind Docs to make note of new documentation site

What does this MR do and why?

Now that we have https://gitlab-org.gitlab.io/frontend/tailwind-documentation I would like to make not of it in our documentation. This MR also simplifies the docs a bit to hopefully make them easier to read.
