Use exclusive lease for resuming job processing
What does this MR do and why?
This commit adds the use of an exclusive lease in the QueueManager when resuming a buffered job class.
This ensures that only 1 process can be dequeueing from the concurrency limit queue. This avoids duplicated enqueues.
