What does this MR do and why?

This update to the Git Basic operations page adds a new section about the new Create a project page. Additionally, the section on merge requests is updated to include a link to the Merge requests page.

This MR is part of a larger issue to reorganize Git documentation to improve the user experience by separating GitLab UI and Git CLI tasks.
