What does this MR do and why?

As per the related issue, our new rubocop check for broken links has found a bunch that need to be fixed. This MR fixes the links in:

  • app/serializers/issue_entity.rb
  • app/serializers/merge_request_noteable_entity.rb
  • app/helpers/preferences_helper.rb
