Create ci_runner_tags table

What does this MR do and why?
This MR adds the ci_runner_tags table so that we can later refactor the acts_as_taggable table. It is the missing part of #467199, after !158327 (merged) created the p_ci_builds_tags table.
The table is partitioned by runner_type, where instance_type is exempt from sharding.
