Unquarantine specs that are now passing consistenetly

What does this MR do and why?

  • Unquarantines a bunch of incident management specs that may not need to be quarantined.
  • The failures were undefined method 'ensure_registered' for #<RSpec::Mocks::RootSpace:0x00007b890f1ff978>, so I'm not sure how that could be flaky.
