Draft: Remove incident_timeline_events_from_labels feature flag

What does this MR do and why?

Remove incident_timeline_events_from_labels feature flag.

The flag was disabled most of the time (except for GitLab.com project) and it doesn't seem we're going to move this implementation forward.

It rollbacks the change made here !93175 (merged)
