Add cross-reference to new CI/CD development guidelines

In !170992 (merged) new guidance was added for contributors building features on top of CI/CD pipelines. It describe security considerations that need to be taken.

To increase discoverability of this content, a cross-reference is added to the Secure Code Guidelines.
