Add migration to backfill group wiki activity events

What does this MR do and why?

Related to #209306.

This is a follow-up to !171652 (merged) to clean up activity event records for group wiki events in bad state after the bug.

Only records WikiPage::Meta and missing both project_id and group_id are included, and group_id is backfilled by namespace_id in the targeted WikiPage::Meta record.
