What does this MR do and why?

  • Adds a method to check if there are any active compliance frameworks assigned to projects on the GitLab instance.
  • Used to tracks the number of unique namespaces using the audit event API with active frameworks.

These changes enhance the visibility and reporting of compliance framework usage within the GitLab instance.

  • In metrics we want to be able to discern between those instances that actively use frameworks. A metric definition was added for this.
