Draft: Update docs redirects test for Hugo site

Sarah German requested to merge gldocs-hugo-redirect-test into master

What does this MR do and why?

Updates logic in lint-docs-redirects.rb so that it works with the new Hugo site.

We need to change two things:

  1. The location of navigation.yaml
  2. Logic for translating a file path to the HTML page path on the website. Hugo, unlike Nanoc, uses prettyURLs.

We should not merge this until the Hugo site is live, so this will be held as a draft for now.
