Adds the ability to reorder design on drag and drop. Reordering with keyboard is going to be addressed separately in a follow-up issue.

How to set up and validate locally
- Visit work item issue type with existing designs.
- Make sure you can reorder the design with drag and drop.
- Make sure the dropzone and other functionalities still work as expected.
