Draft: Remove tainted keep-arounds in project cleanup service
What does this MR do and why?
This service already removes merge request diffs which means that the merge request UI will stop working. Since the purpose of keep-arounds is to ensure the merge request UI continues to work these keep-arounds will no longer be required.
Removing these keep arounds ensures that when removing sensitive commits from history, they are not inadvertently kept by hidden refs.
