Remove the `enable_vsd_visual_editor` feature flag

The enable_vsd_visual_editor feature flag had too large of a scope and will be replaced with multiple more specific feature flags.

How to set up and validate locally
- Ensure you are using GitLab Ultimate
- Navigate to the Value stream dashboard for any group (ex. http://gdk.test:3000/groups/flightjs/-/analytics/dashboards/value_streams_dashboard)
- Validate that the edit button does not appear in the upper right-hand corner
