Fix keep when finalized migration already present

What does this MR do and why?

This MR fixes a bug for OverdueFinalizeBackgroundMigration keep.

When a migration has already be marked as finalized it will not create a new migration file for it by skipping it.

This will unblock our housekeeper pipeline schedule.
