What does this MR do?

This merge request fixes an issue #22879 (closed) related to merge requests and JIRA integrations.

Having a merge request that includes in the description an issue closing pattern with a JIRA ID, eg, Fixes JIR-9, Closes JIR-9, it should close (transition) the JIRA issue when the merge request is merged.

This is only happening if the issues are disabled #22879 (comment 215170431)
