Drop all merge requests from merge trains when the project-level setting is disabled

What does this MR do?

When the project-level setting 'Merge Pipelines enabled' is disabled, any on-train merge requests will be immediately dropped.

This MR incorporates the unmerged MR !17771 (closed), which has now been closed, to add the first_in_trains method.
