What does this MR do?

Removed link to CodeTriage since CodeTriage is only integrated with Github.

Gitlab has a readonly copy on Github, and there are no issues or PR accepted on Github for the GitLab repo.

Long term, it would be nice to add support for Gitlab within CodeTriage. In the meantime, it is confusing to refer people there since it's a readonly copy, and they can't make contributions there.
