Skip test instead of quarantine

What does this MR do?

Skips the the quarantine Enable and disable 2FA requirement spec. It was causing 2FA to be enabled for gitlab-qa user in staging. Since this spec and Disable and Enable LFS are blocked due to a bug, we can just skip them.
