Use a fixed version of the GitLab charts in our Review App deployments

What does this MR do?
Since the goal of the Engineering Productivity team is to stabilize Review Apps deployments, and not to QA test the latest master GitLab charts, we should rely on a released version of the charts, and only update to newer versions manually and regularly.
This is because changes made in the GitLab charts could lead to deployment failures (e.g. deprecations), as reported in #34211 (closed).
