Add code owner ribbon to alert move

Testing Case

• Go to Project Settings > General Page
• Expand "Merge request approvals"
• Protected Branches > points to /settings/repository#js-protected-branches-settings
• Question icon > points to user/project/protected_branches#protected-branches-approval-by-code-owners-premium (NEW section of the doc, refer MR !18683 (merged))
