WIP: Set LetsEncrypt toggle to true for new domains
requested to merge enable-let-s-encrypt-certificates-for-new-pages-domains-by-default-if-it-s-enabled-on-the-instance-level into master
What does this MR do?
Checks if LetsEncrypt is available and if the user is adding a new domain for their Pages instance. If so, the toggle defaults to true.
