Document CLAIR_DB_IMAGE, deprecate CLAIR_DB_IMAGE_TAG

What does this MR do?

This MR makes the following changes to the Container Scanning Documentation:

1. Documents the CLAIR_DB_IMAGE and deprecates the CLAIR_DB_IMAGE_TAG environment variables for container scanning which were updated in !19161 (merged)
2. Adds a new documentation section Running Container Scanning in an offline air-gapped installation
