Add a note about feature not being available yet

What does this MR do?

Since the self-monitoring project was not released in the planned milestone, but the documentation did get released, update the docs now to note that the feature is not yet available.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
