Add Sidekiq queue for Analytics

What does this MR do?

Multiple open MRs (!17933 (merged) and !18437 (closed)) depend on this new Analytics queue in Sidekiq. To avoid merge conflicts and duplication risk, this introduces the queue ahead of those MRs.
